RECOMMENDATION:
Selection of one firm and three ranked alternates to provide Group Dental Insurance Plan, Request for Proposals Y24-1010-MM, from the following firms listed alphabetically:
Cigna Health and Life Insurance Company
Humana Insurance Company
Metropolitan Life Insurance Company
Standard Insurance Company
Request Board authorization for the Procurement Division to negotiate and execute a contract for a three-year term. Further request Board authorization for the Procurement Division to renew the contract for two additional one-year terms. Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
The purpose of this contract is to provide dental insurance to employees of the Orange County Board of County Commissioners, the Comptroller’s Office, Clerk of Courts, Central Florida Research Park, Property Appraiser, the Supervisor of Elections, the Tax Collector, the Orange County Housing Finance Authority, MetroPlan and the International Drive Master Transit and Improvement District.

Funding is available in account number 5540-025-0280-3350.

The Human Resources Division concurs with this recommendation.
DISCUSSION:
Orange County offers group dental insurance on a voluntary, employee paid basis to all eligible employees and their dependents upon completion of the eligibility waiting period and to all eligible retirees. Group dental insurance is offered through the Section 125 Cafeteria Plan, and eligible employees/retirees are allowed to enroll/terminate group dental insurance during the annual enrollment period. The Plan Year is January 1 through December 31.
The estimated annual dental insurance premium will be $388,849. Increases in premiums are restricted for the first three years. The premiums for this coverage are paid entirely by employees.
Four proposals were received in response to this Request for Proposals (RFP). Proposals were evaluated in accordance with the criteria established in the RFP.
The proposals were evaluated by the Procurement Committee on August 7, 2024. Commissioner Nicole Wilson was assigned to the Procurement Committee.
