Approval and execution of Agreement Between Orange County, Florida and AFSCME Florda Public Employees’ Council 79 American Federation of State, County and Municipal Employees, AFL-CIO Fiscal Years 2025-26 through 2027-28. (Human Resources Division)

PURPOSE: American Federation of State, County and Municipal Employees (AFSCME), AFL-CIO, represents a bargaining unit comprised of employees in the classifications identified in Article 1 of the Collective Bargaining Unit Agreement. In January 2026, AFSCME successfully petitioned the Public Employees Relations Commission to add two new job classifications to the bargaining unit, Pharmacy Technician and Certified Nursing Assistant (CNA). The County's negotiation team and AFSCME, AFL-CIO, subsequently reached agreement on the terms and conditions for incorporating these classifications into the current Collective Bargaining Agreement, which is scheduled to expire on September 30, 2028. The changes to the Agreement were ratified by union membership on July 3, 2026.
Subject to Board approval, the negotiated changes to the agreement will transition the Pharmacy Technician and CNA classifications into the AFSCME bargaining unit and corresponding pay plans. Employees in these classifications will also become eligible to participate in incentive pay programs currently available to other positions covered under the agreement. In addition, in lieu of receiving a second Floating Holiday, current employees occupying these positions will receive a one-time special pay adjustment of 1 % added to their current base rate of pay.
Upon implementation, employees in these classifications will become eligible for all applicable wage, benefits, and contractual provisions afforded to AFSCME represented employees covered under the Collective Bargaining Agreement.
Implementation of the agreement will be coordinated between Human Resources and the Comptroller's Payroll Department following approval by the Board.
