Further request Board authorization for the Procurement Division to negotiate and execute two contracts for a three-year term, Y26-151A for Medicare Supplemental Plans and Y26-151B for Medicare Part D Employer Group Waiver Plans. PROCUREMENT:

The contracts will provide Group Medicare Supplemental and Medicare Part D Employer Group Waiver Plan benefits to retirees on a fully insured basis for Orange County Government and participating agencies. Eligible retirees are able to select plans during Retiree Open Enrollment, beginning November 1, 2026. The plans will take effect January 1, 2027.

FUNDING:

Rates for the plans are paid directly by participating retirees and administered through Human Resources’ Third Party Administrator, WEX Health, Inc.

APPROVALS:

The Human Resources Division concurs with this recommendation.

REMARKS:

Under these plans, the insurer shall maintain separate eligibility and have the capability to report the participation for each agency separately. Medicare eligible retirees and Medicare eligible dependents under the age of 65 are offered the Medicare plans but allowed to remain on the self-funded plan. Medicare eligible retirees and Medicare eligible dependents age 65 and older will only be allowed to enroll in the County’s Medicare plans.

Annual premiums for both plans are estimated to be $1,485,000 and are funded entirely by participants.

Five proposals were received in response to this Request for Proposals (RFP) and  evaluated in accordance with the criteria established in the RFP.  Amwins Benefit Watch, Inc., DBA Retiree RXCare and the First Community Christian Pentecostal Church of God, Inc., were deemed non-responsible due to failure to meet minimum requirements.  Medco Containment Life Insurance Company was deemed non-responsive due to the disqualifying language and exceptions to the solicitation terms and conditions.

The Procurement Committee evaluated the proposals on August 19, 2026.  Humana Insurance Company scored too low for Board consideration. Commissioner Nicole Wilson was assigned to this procurement committee.
