Ratification of Emergency Purchase Order M120134, Mohrs Cove Lane Pipe Retrofit, with Murphy Pipeline Contractors LLC, in the total amount of $813,705. ([Public Works Department Stormwater Management Division] Procurement Division)

body

PROCUREMENT:

The purchase order provides for the emergency repair of the 48-inch corrugated metal stormwater pipe along the east side of Mohrs Cove Lane which is currently experiencing severe deterioration due to corrosion and age and is showing signs of imminent failure. This retrofit is needed to protect property and public safety.

FUNDING:

Funding is available in account number 1142-072-3087-6330.

APPROVALS:

The Stormwater Management Division concurs with this recommendation.

REMARKS:

The existing 48-inch corrugated metal stormwater pipe located along the east side of Mohrs Cove Lane has experienced severe deterioration due to corrosion and age and is showing signs of imminent failure. Timely rehabilitation is critical, as a collapse could obstruct the outfall from MSBU Ponds 6289 and 6266 to Lake Down, potentially causing upstream flooding and adverse impacts to adjacent properties and surrounding infrastructure. Immediate corrective action is required to prevent flooding and related damages.

Murphy Pipeline Contractors LLC has experience working with these conditions and performing the necessary work in a timely manner to prevent further damage.  Murphy Pipeline Contractors LLC has submitted a proposal to slip-line the existing corrugated metal stormwater pipe. Compared to traditional pipe replacement which is estimated at $1,443,559.80, the slip-lining method significantly reduces construction duration as well as construction costs. The Stormwater Management Division has reviewed the proposal and finds it acceptable.
