Confirmation of the Mayor’s managerial appointment of Marc Cannata, MBA, P.E., as Director of the Utilities Department.

PURPOSE: I am pleased to announce the appointment of Marc Cannata, MBA, P.E. as the Director of the Orange County Utilities Department. As one of Florida’s largest utility providers, this department delivers a full-scale range of water, wastewater, and solid waste services to more than 550,000 residents.
Mr. Cannata has more than 25 years of experience in utilities management, engineering, capital planning, construction management and financial administration. His distinguished career within Orange County Government and the private sector reflects exceptional executive leadership, financial expertise, strategic vision, and long-standing dedication to public service.
As Deputy Director for Orange County Utilities, Mr. Cannata currently oversees the Water and Water Reclamation Divisions and plays a key role in advancing operational efficiencies, sustainability initiatives, workforce development and financial oversight. He successfully led Utilities’ COVID-19 response efforts to implement critical health and safety resources necessary to maintain uninterrupted essential services.
Prior to Orange County Utilities, Mr. Cannata served as Manager of Capital Planning and Building Systems for the Orange County Convention Center, where he directed major infrastructure planning and capital improvement initiatives for one of the nation’s premier convention facilities. Some of his most notable accomplishments include leading a $187 million five-year capital improvement program; implementing standardized design and construction guidelines; and developing long-term asset management and capital forecasting systems to improve performance efficiency.
Mr. Cannata holds an Executive MBA, Master of Science in Environmental Engineering, Bachelor of Science in Environmental Engineering from the University of Central Florida, and he is a licensed Professional Engineer in the State of Florida.
Mr. Cannata’s appointment will be effective July 5, 2026, pending Board approval. His starting salary will be $226,491.20, and his resume is attached for your review.
