Award of Invitation for Bids Y26-162-LS, Aluminum Sign Blanks, to the low responsive and responsible bidder, Vulcan, Inc. dba Vulcan Signs, in the estimated contract award amount of $2,645,750 for a five-year term.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid evaluation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
This contract will provide materials and installation standards for aluminum sign blanks. All material and items delivered for this contract shall meet aluminum alloy requirements per Aluminum Association specifications 5052-H38 for anodized aluminum or 5005-H34 for pre-anodized aluminum.

Funding is available in account number 1002-072-2712-4160.
APPROVALS:
The Traffic Engineering Division concurs with this recommendation.
REMARKS:
A total of seven bids were received in response to this Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. Bart Richard Woodward Corporation was deemed non-responsive for failure to sign the irrevocable offer form as required in the IFB. Osburn Associates, Inc. was deemed non-responsive due to failure to sign the authorized signatories form as required in the IFB.
Vulcan, Inc. dba Vulcan Signs’ bid offers the lowest responsive and responsible pricing, having costs consistent with historical contract values and market expectations for aluminum sign blanks. The extended cost was compared to Orange County Traffic Engineering Division price tabulation of one-year as the benchmark for evaluating price realism. This one-year price tabulation provided a reliable historical cost basis for aluminum sign blanks, which was used in place of a formal independent cost estimate. These values confirm that the pricing submitted by Vulcan Inc. dba Vulcan Signs align with actual expenditures of the former aluminum sign blanks contract Y22-1017, and current market conditions. Both support the determination that their bid is reasonable, realistic, and competitive.
Vulcan, Inc. dba Vulcan Signs’ bid results in an amount that is approximately .0008% higher than projected, which also establishes price reasonableness. The estimated five-year bid total for the recommended bidder is proportionate and reasonable when compared with current contract spend amounts. Reference checks confirmed that Vulcan, Inc. dba Vulcan Signs has satisfactorily performed services and met the similar project requirements as prescribed in the IFB. Therefore, Vulcan, Inc. dba Vulcan Signs has been determined to be responsible. Therefore, award is recommended to Vulcan, Inc. dba Vulcan Signs.
