The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PROCUREMENT:

Orange County Government is committed to increasing the supply of affordable housing with the implementation of its Housing for All 10-Year Action Plan. Financial assistance will be provided as leverage to advance and facilitate the new construction of affordable, multi-family rental housing with an emphasis on serving Orange County families, especially low and very low-income households. Additionally, Orange County is encouraging special targeting for individuals and families who have experienced unforeseen economic hardships., including impacts by the COVID-19 pandemic. To amplify the access and opportunity offered by the proximity to public transportation, major employment centers, and community resources and services, Orange County is using its Access and Opportunity Model to evaluate proposed projects for their location efficiency.

FUNDING:

The Affordable Housing Trust Fund (AHTF or “Trust Fund”) Program in the amount of $19,000,000 and the State Housing Initiatives Partnership (SHIP) program in the amount of $1,850,000 are the sources of funding. Funding is available in account number 0231-068-1764-8610 and 1232-068-1739, respectively.

DISCUSSION:

Orange County has budgeted $21,000,000 for eligible activities identified in this Request for Proposals (RFP). Orange County’s established AHTF Program and the SHIP program are the sources of this funding which will be used to create affordable housing that serves a valid public purpose. These funds will only be eligible for construction of new housing units, excluding rehabilitation of existing units. Funds are eligible for projects throughout Orange County, including the City of Orlando. The selection of projects as a result of this RFP will move the County closer to realizing the following Housing for All goals:

• Create new housing units;

• Diversify the County’s housing stock;

• Preserve affordability;

• Integrate social capital and economic development; and

• Educate potential homeowners and renters.

The amount of funding per project available was broken into two lots: Lot A for projects utilizing federal, state, and/or Florida Housing Finance Corporation tax exempt multi-family bonds and 4% tax credits, excluding State Apartment Incentive Loan (SAIL) funding. The maximum funding available per project is $7 million and Lot B for projects utilizing federal and state funding, including SAIL funding. The maximum funding available per project is $3 million.

Seven proposals were received in response to this RFP. The proposals received by AD Sims Enterprises, Inc. and The First Community Christian Pentecostal Church of God, Inc. were deemed non-responsive for failing to provide documentation required in the RFP.

Proposals were evaluated by the Procurement Committee on August 8, 2024.  Commissioner Nicole Wilson was assigned to the Procurement Committee.

Lot A:

Century Crossing/Southport Development, Inc. (SP North LLC)

Requested Award Amount: $5,750,000

Project Address: 2020 Old Dixie Highway - The property fronts the south side of Old Dixie Highway between Boy Scout Boulevard and Errol Parkway.
