Approval to award Invitation for Bids Y24-1090-AV, West Orange Trail and Stations Landscape Management, to the low responsive and responsible bidder, D3 Enviroscape, LLC, in the estimated contract award amount of $840,600 for a five-year term.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-verify, insurance and bonds, request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
This contract will provide landscaping management services for the West Orange Trail and stations.
FUNDING:
Funding is available in account numbers 1050-062-1845-3810, 1050-062-1855-3810, 1050-062-1856-3810,1050-062-1857-3810, and 1050-062-1858-3810.
APPROVALS:
The Parks and Recreation Division and Business Development Division concur with this recommendation.
REMARKS:
Eight bids were received in response to this Invitation for Bids (IFB) and were evaluated for responsiveness, responsibility, and price reasonableness. Synergy Contracting was deemed non-responsive for failing to submit references in a file format that is accessible or uncorrupt. Helping Hand Lawn Care, LLC and Seasonal Effects LLC were deemed non-responsive for failing to submit a signed respondent’s offer. D3 Enviroscape, LLC’s price is reasonable, has a satisfactory record of performance and is considered responsible. Therefore, the recommendation for award is made to D3 Enviroscape, LLC.
