PROCUREMENT:

The project includes emergency work for the modernization of 19 elevators located throughout the courthouse complex.  This work includes replacing the equipment in the equipment rooms including the motors, rails, cables, and pulleys for the hoistways.  This work also includes modernizing and upgrading the elevator cabs to include providing proper lighting and exhaust to comply with current Building, Fire and Elevator Codes.  This project is located in District 5.

FUNDING:

Funding is available in account number 1023-043-2087-3810.

APPROVALS:

The Capital Projects Division concurs with this recommendation.

REMARKS:

The existing elevators are 28 years old and are experiencing failures requiring immediate upgrades and improvements for the safety of the occupants of the building and the public that is served.  The hoistways that include the equipment, and motors to raise and lower the elevators are in need of replacement.  This equipment has surpassed its life expectancy operationally and is in dire need of replacement.   This project was solicitated previously, however none of the bidders were deemed responsive or responsible.

Two bids were received in response to this Invitation for Bid (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. Otis Elevator Company was deemed non-responsive for submitting an incorrect bid bond. The bid submitted from KONE Inc. is considered reasonable based on comparison to the engineer’s estimate. The references provided were satisfactory for this type of work and KONE Inc. has been determined to be responsible.  Therefore, the award is recommended to KONE Inc.
