PROCUREMENT:

This amendment will extend the period of service from October 1, 2025 through September 30, 2026 and increase funding to support services during the extended period. This agreement provides a behavioral health specialist for OC PORT Program clients, allowing for increased access to behavioral health services, treatment, and recovery support for individuals with an opioid use disorder, including Medication Assisted Treatment services.

FUNDING:

Funding is available in account numbers 7362-060-7560-8611 and 7362-060-7560-4139. Funding for this contract is provided via federal grants from the U.S. Department of Justice under the funding opportunity entitled 2022 Bureau of Justice Assistance FY 22 Comprehensive Opioid, Stimulant, and Substance Abuse Site-Based Program.

APPROVALS:

The Health Services Department concurs with this recommendation.

REMARKS:

The OC PORT program is a comprehensive, system-wide approach to opioid use disorder that focuses on increasing access to evidence-based treatment and recovery support for individuals living with opioid use disorder. The targeted population are individuals in underserved communities within Orange County with repeated non-fatal drug overdoses.

The increase of this agreement will allow for the continued delivery and potential expansion of behavioral health therapy and medication-assisted treatment (MAT) services to this high-need population. To date, Central Florida Family Health Center, Inc., (CFFHC) has provided behavioral health and/or MAT services to approximately 125 eligible clients funded through the Department of Justice. The budget increase is necessary to ensure we can continue providing care for current clients who are in different stages of treatment and recovery. It will also allow us to expand services as referrals increase. In addition, the increase will help cover rising costs related to staffing, clinical resources, and community outreach, all of which are essential for delivering quality, evidenced-based care.  Lastly, it will help us strengthen care coordination and engagement strategies for individuals who have experienced repeated overdoses and have complex behavioral health needs. CFFHC anticipates serving an additional 100 clients during the extension period. This expansion will help strengthen the program’s overall impact by reducing overdose recidivism, improving health outcomes, and supporting long-term recovery for some of Orange County’s most vulnerable residents.

On September 26, 2023, the Board authorized the award of Sub-Recipient Agreement Y23-205 with Central Florida Family Health Center, Inc., in the amount of $184,974.40 for a two-year term.

Previous contract amendments are as follows:

Amendment No. 1: Replaced Attachment 2, Subaward Taks and Objectives, with Attachment 2 rv. 1, replaced Attachment 3 Version 1.0, Subaward Budget, with Version 2.0, and increased the agreement by $49,700, for a revised not-to-exceed amount of $234,674.40. The amendment was approved under the Procurement Division’s authority.

Amendment No. 2: Replaced Attachment 2 rv 1, Subaward Taks and Objectives, with Attachment 2 rv. 2, replaced Attachment 3 Version 2.0, Subaward Budget, with Version 3.0, and decreased the agreement by $4.00, for a revised not-to-exceed amount of $234,670.40. The amendment was approved under the Procurement Division’s authority.

Amendment No. 3: Corrected an error in Amendment No. 2.
