PROCUREMENT:
Amendment No. 4 provides a one-year extension of Contract Y21-1007 for Group Vision Insurance with Metropolitan Life Insurance, effective January 1, 2027, to ensure continuity of coverage for enrolled employees and dependents while the competitive solicitation currently underway is finalized and a replacement contract is implemented for the 2028 plan year.
The extension is necessary because the timeline required to complete a full competitive procurement, configure the updated plan in PeopleSoft, and establish carrier file feeds cannot be completed before the upcoming open enrollment period. Allowing the contract to lapse without a replacement in place would result in a gap in vision coverage for enrolled employees and dependents. This extension ensures continuity of coverage while the Procurement Division conducts a competitive solicitation for a long-term replacement contract. The re-solicitation is currently under technical evaluation.
FUNDING:
The premiums for this coverage are paid by the employees.
APPROVALS:
The Human Resources Division concurs with this recommendation.
REMARKS:
On August 24, 2021, the Board selected Metropolitan Life Insurance to provide group vision insurance for a 3-year term with further approval for the Procurement Division to renew the contract for two additional one-year terms.
Allowing the contract to lapse without a replacement in place would result in a gap in vision coverage for enrolled employees and dependents. This one-year extension ensures uninterrupted coverage for the 2027 plan year. The competitive solicitation will proceed to award based on the proposals received, with a new contract effective January 1, 2028.

• Amendment No. 3: Renewed the Policy for the 2026 Plan Year

Also included are the Orange County Housing Finance Authority, the Central Florida Research Park, the Orange Blossom Trail Development Board, MetroPlan Orlando and the International Drive Master Transit and Improvement District.
