PROCUREMENT:
The purchase order provides for the emergency repairs of pile jacketing and slope repairs and remediation of Bridge 754080 University Boulevard Bridge over the Little Econlockhatchee River. This project is located in District 5.
FUNDING:
Funding is available in account numbers 1002-072-2906-3816 and 1004-072-2912-3816.
APPROVALS:
The Roads and Drainage Division concurs with this recommendation.
REMARKS:
Bridge ID 754080 University Boulevard Bridge over the Little Econlockhatchee River is experiencing critical structural damage, including a major collapse of the west side slope as well as deterioration of the bridge piles due to extensive spalling and severe scour conditions. The slope failure and pile deterioration present significant structural risks requiring urgent remediation for infrastructure stability and public safety.
The scope of work includes structural pile jacketing to repair deteriorated bridge piles and restore axial and lateral load capacity. The work also includes stabilization and repair of the collapsed west side slope and stream banks, repairs to structural cracks and undermined approach slabs, and grouting of subsurface voids to prevent further soil loss, settlement, and deterioration of the bridge substructure.
Given the urgency of the repairs, the need for specialized bridge repair expertise, and the importance of continuity and demonstrated performance, the Roads and Drainage Division engaged Southern Road and Bridge, Inc. to perform the necessary emergency repairs. Southern Road and Bridge have successfully completed similar bridge rehabilitation projects for the County, including the Cady Way Trail pedestrian bridge, L.B. McLeod Road vehicular bridge, and West Orange Trail pedestrian bridge, demonstrating the technical capability and responsiveness necessary to perform this work.
The proposed project cost is based on the specialized nature of the work and is supported by the engineer’s estimate. Additionally, the unit cost for pile remediation is consistent with Florida Department of Transportation pricing. Proceeding with these emergency repairs is necessary to mitigate further risk and restore the structural integrity of the bridge.
