PROCUREMENT:
This amendment adds funds to continue services for the remainder of the current contract which ends on December 31, 2026. Due to high demand, the need for effective services, and the hiring of new staff, increased funding is necessary to ensure the continuation of high-quality, uninterrupted services.

The Office for a Drug Free Community concurs with this request.
REMARKS:
In Orange County, individuals suffering from mental health and substance use disorders are frequently booked into and released from the Orange County Corrections facility. Without effective treatment, many of these vulnerable individuals continue using substances.
The Corrections facility is uniquely positioned to provide treatment for these individuals in a controlled, safe environment while they are inmates. The Orange County Better Access to Treatment program (BATT) will increase access to evidence-based treatment and recovery support for justice-involved individuals living with an opioid use disorder (OUD) after being released from custody. The project aims to break down silos between justice and health systems to create a comprehensive, accessible plan of care to improve health and safety outcomes. The target population is adults released from Orange County Corrections with an OUD seeking medication-assisted treatment and recovery support. By enhancing access to evidence-based treatment and recovery support, BATT seeks to provide a seamless continuum of care for justice-involved individuals post-release, thereby improving long-term health and safety outcomes. The project's focus on medication-assisted treatment aligns with current best practices for managing OUD, offering a critical intervention point within a controlled environment. Increased funding is essential to expand these services, ensuring that more individuals can benefit from this comprehensive approach, staff retention, and fostering a healthier and more resilient community.
Eligibility requirements for the project include pre-release enrollment in the Corrections Health Services in-jail Medication Assisted Treatment Program. Case management and recovery support services are a primary component of the BATT Program. Case managers will coordinate with community-based providers to ensure that clients are referred to appropriate programs and services. Staff projects this additional funding will allow services to be provided to approximately 200 additional face-to-face clients for a total of 400 clients.
On January 7, 2024, the Board authorized award of Contract Y24-2220 to Adventist Health System/Sunbelt, Inc., dba AdventHealth Orlando, in the estimated contract award amount of $400,800 for a two-year term.
