Approval and execution of (1) Locally Funded Agreement between the State of Florida Department of Transportation and Orange County Financial Project No.: 456096-2-52-02 in the amount of $531,899, (2) Resolution of the Orange County Board of County Commissioners regarding the Locally Funded Agreement with the State of Florida Department of Transportation concerning the upgrades to four Signal Traffic Signals from Strain Poles to Mast Arms located on the Section of State Road 50 from East of the Econ River Bridge to Chuluota Road, and (3) Three Party Escrow Agreement by and between the State of Florida Department of Transportation, Orange County, and the State of Florida Department of Financial Services, Division of Treasury. PURPOSE:
This proposed Locally Funded Agreement, subject to the County’s approval, is intended to upgrade four traffic signals from strain poles to mast arms located on the section of State Road (SR) 50 from East of the Econ River Bridge to Chuluota Road. The Florida Department of Transportation is planning to undertake the widening of east SR 50 extending from East of the Econ River Bridge to Chuluota Road that include the installation of strain pole traffic signals along SR 50 - however, the County prefers to replace the strain pole configuration with mast arms since mast arms are more resistant to severe weather damage.
The agreement provides for the advance deposit in the amount of $531,899 from the County as the differential cost between the two signal alternatives (see Exhibit “B”). Furthermore, this agreement requires the County to deposit the stipulated funds on or before March 15, 2027.
In addition to the Locally Funded Agreement, also attached is the Three-Party Escrow Agreement as the applicable instrument to deposit the County’s contribution of $531,899 into an interest-bearing account. County funds in the escrow account are to be expended exclusively for the cost of (upgraded) mast arm signals on SR 50 from East of the Econ River Bridge to Chuluota Road.
