PROJECT:
N/A

PURPOSE: The Florida Department of Environmental Protection (FDEP) provides grants to governmental entities for wastewater projects that reduce the amount of nutrients introduced into the groundwater within a basin management action plan (BMAP), including the Wekiwa Spring and Rock Springs BMAP.  The Orange County Wekiwa Springs Septic Tank Retrofit Program (Program) includes the construction of a central sanitary sewer system consisting of gravity sewer mains, laterals, sewer connections, lift stations, and septic tank abandonment for approximately 2,000 parcels in 20 neighborhoods located within the Wekiwa Spring and Rock Springs BMAP Priority Focus Area.

Orange County Utilities submitted an application to FDEP for funding towards an estimated total project cost of $32,000,000 for Phase 7 of the Program, which will cover 486 parcels.  On February 10, 2023, funding in a not-to-exceed amount of $16,000,000 was approved by the State of Florida, and on October 5, 2023, Orange County and FDEP entered into an agreement governing these funds.

Amendment 1 revises the scope of work and budget reallocation for the project and removes a task from those required to meet the conditions of the grant.  The Amendment also adds a miscellaneous/other expenses budget category to reference payment of capital fees as matching funds and includes a new exhibit incorporating a Grants Data Collection Tool to the agreement.

The County Attorney’s Office and Risk Management Division reviewed the amendment and find it acceptable as to form.  Utilities Department staff recommends approval.
