PROCUREMENT:
This amendment will secure annual maintenance support for the Advantage software system, provide the County with software enhancements, periodic software patches, diagnostic services, system documentation updates, online and telephone hotline support, and future software upgrades. This amendment renews the software license and maintenance agreement for the period of October 1, 2026 through September 30, 2027.

The Information Systems and Services Division concurs with this request.
REMARKS:
This application affects financial and subsystem users and supports operations in the following functions: finance (accounting, asset management, treasury accounting, and investment management), project and grants management, budget preparation, and procurement.

The price offered is considered to be fair and reasonable in comparison to previous year’s pricing and current maintenance pricing.
On October 22, 1990, the Board approved the contract with American Management Systems, Inc. for software maintenance, and has renewed annually since that date. American Management Systems, Inc. was dissolved by a corporate merger and is currently known as CGI Technologies and Solutions, Inc.
In July 2001, the Board approved the upgrade of the software to the web-based version of Advantage. This software is proprietary to CGI Technologies and Solutions, Inc.
On October 2, 2018, the Board approved renewal of the maintenance agreement for a period of five years, from October 1, 2018 through September 30, 2023.
On September 26, 2023, the Board approved renewal of the maintenance agreement for a period of three years from October 1, 2023 through September 30, 2026.
Previous contract amendments are as follows:
Amendment No. 1: Added software component, Advantage/DS Personal Edition at no increase to the contract amount.
Amendment No. 2: Added software component, LGFS/Advantage GUI components at no increase to the contract amount.
Amendment No. 3: Added software component, Advantage/Geographic User Interface Builder. The contract was increased by $25,000, for a new total of $519,500.
Amendment No. 4: Added system software end-user components, Budget Reporting and Analysis Support System (BRASS) Software License, AMS Advanced Budget Preparation license, Pattern Stream for System Administration Documentation, End User Documentation, and BRASS-CS System Table Documentation. The contract was increased by $335,200, for a new total of $854,700.
Amendment No. 5: Added Statement of Work that details the services related to the implementation of the AMS Advantage Financial and Procurement software project.
Amendment No. 6: Renewed the contract for the period of October 1, 2015 through September 30, 2020. Added additional software component, RedHat JBoss with Management (Premium, Production-2 Core), RedHat JBoss with Management (Premium, Non-Production-2 Core), Eclipse BIRT Engine (Production-2 Core), Eclipse BIRT Engine (Non-Production-2 Core), and Unlimited software copies of BIRT Designer with BIRT Modules Maintenance for Adobe.
Amendment No. 7: Added software component, RedHat JBoss with Management (Premium, Production-4 Core) and RedHat JBoss with Management (Premium, Non-Production-8 Core) at no additional cost.
Amendment No. 8: Added software component, CGI Advantage 1099 Reporting at no additional cost.
Amendment No. 9: Renewed the contract for the period October 1, 2019 through September 30, 2023 at an increase of 1% after the initial term and provided locked costs for the last four renewal periods.
Amendment No. 10: Increased Year 5 of the renewal approved by the Board under Amendment No. 9 by $26,370.68 to add CGI Test Savvy and Third Party Software.
Amendment No. 11: Increased Year 5 of the renewal approved by the Board under Amendment No. 9 by $10,197 to add CGI Test Savvy and Third Party Software.
Amendment No. 12: Renewed the contract for a period of three years from October 1, 2023 through September 30, 2026 in the amount of $2,591,740.
Amendment No. 13: UiPath licensing addition to the maintenance fees, to support additional Finance automation projects. The contract was increased by $7,200 for a new total of $2,598,940.
Amendment No. 14: Additional UiPath licensing fees added to the contract, to support new and existing Finance automation projects. Increased the contract by $69,600 for a new total of $2,668,540.
Amendment No. 15: Additional UiPath licensing to support Cash Receipts automation project added to the contract. Increased the contract by $10,920 for a new total of $2,679,460
