Selection of Dewberry Engineers, Inc. to provide Roadway Conceptual Analysis Study for South Econlockhatchee Trail, Request for Proposals Y24-816-ZR.
Further request Board authorization for the Procurement Division to negotiate and execute a contract provided the contract does not exceed the budget of $1,083,697.60. Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement. PROCUREMENT:
This contract will provide professional transportation planning and engineering services for the review of South Econlockhatchee Trail from Curry Ford Road to Lake Underhill Road. The purpose of this project is to complete data collection, map analysis of environmental, drainage, traffic, and corridor conditions, as well as provide recommendations for improvement. The study will incorporate vision zero guidance and principles along with a complete streets approach to evaluating the need for additional lanes as well as reviewing the roadway for safety improvements for all users. This project is located in District 3.

Funding is available in account number 1002-072-2732-3110.

REMARKS:
The proposals were evaluated by the Procurement Committee on July 31, 2024. Commissioner Michael Scott was assigned to the Procurement Committee.
Three proposals were received in response to this Request for Proposals (RFP) and were evaluated in accordance with the criteria set forth in the RFP. M/S Sietricon was deemed non-responsive for failing to provide documents required in the RFP. The proposal from CDM Smith Inc. scored too low for Board consideration.
