PURPOSE: Section 20-53 of the Orange County Code of Ordinances authorizes the Board to adopt, by resolution, rules and regulations as necessary to implement Chapter 20, Article III, of the Code, which includes provisions related to alternative transportation services (or “Paratransit”). On June 3, 2014, the Board adopted Resolution No. 2014-M-25 establishing the Orange County Emergency Medical Services Paratransit Rules and Regulations, which included provisions related to vehicle maintenance, vehicle design, insurance requirements, and other Paratransit regulations.
On May 19, 2026, the EMS Division/Office of the Medical Director (“Division”) will present an ordinance to the Board for adoption at a public hearing that, among other things, moves insurance coverage amounts required for applicants seeking Paratransit licensure from the Code to the rules and regulations adopted by the Board (“Ordinance”).
In this Resolution, the Board supersedes Resolution No. 2014-M-25 and establishes new Orange County Emergency Medical Services Paratransit Rules and Regulations (“Rules”). These Rules are similar to the regulations established under Resolution No. 2014-M-25, with a few modifications and updates to the vehicle design requirements, fee requirements, driver and staff certification requirements, insurance requirements, and the administrative enforcement process and penalties. Additionally, these Rules create new regulations related to vehicle and equipment condition and vehicle permits.
This item will be pulled for consideration with the public hearing Ordinance being heard in the afternoon.
