PROCUREMENT:
This contract will provide shelter and stability components to individuals and families experiencing homelessness while delivering housing-focused case management designed to promote rapid stabilization and transition to permanent housing. The contract term will be October 1, 2026, through September 30, 2027.
FUNDING:
Funding is available in account number 0001-062-2504-8610.
APPROVALS:
The Mental Health and Homelessness Division concurs with this recommendation.
REMARKS:
In accordance with the Code of Ordinances Part 1, Chapter 17, Article III, Section 17-286- Application and Exclusions, agreements between the Board and non-profit organizations are excluded from competitive procurement requirements.
The Coalition for the Homelessness of Central Florida, Inc., (Coalition) a non-for-profit corporation, is the largest provider of homeless sheltering services in the Central Florida area. The County has partnered with the Coalition since 2017. They are the current provider for these types of services under Y22-2000 and have performed satisfactorily.
On average 1,400 individuals/households enter the Coalition shelter annually, of which services will be provided from staff supported under this contract. The program will provide distinct stages of services that individuals navigate when experiencing homelessness. Shelter and stability are the final two stages of a housing journey strategy, that is the structure of services provided for all who seek assistance at the Coalition. The program objectives are as follows:
• Prioritize shelter access for the most vulnerable individuals and families who otherwise could not be diverted from shelter while increasing access to permanent housing placements and reducing unnecessary or prolonged shelter stays.
• Promote self-sufficiency and resilience by equipping guests with Housing Plans that include problem-solving skills, financial literacy, job search training, and housing stability planning.
• Connect individuals to resources while supporting Orange County’s encampment response efforts.
These services are available to any unhoused Orange County resident in need of shelter and housing placement.
Under this contract, funding will be limited exclusively to services provided within the shelter walls, specifically shelter staffing and housing assistance. Personnel costs within this contract support three housing specialists and two case management representatives and partial-time Assistant Director. Price reasonableness has been established through comparison of staffing rates. Staff’s average hourly rates are 26% less than a
comparable service delivery contract (Y23-2206 - Samaritan Resource Center) within the
division and 3.5% than national averages according to Indeed for direct shelter
staff.
