Approval of Contract Y26-2200, Nurse Family Partnership Program and Fatherhood Services with Healthy Start Coalition of Orange County, Inc., in the total contract award amount of $1,106,302 for a one-year term. Further request Board authorization for the Procurement Division to renew the contract for four additional one-year terms. The performance period is October 1, 2025 through September 30, 2026. PROCUREMENT:
This contract will provide nurse family partnership and fatherhood support services to ensure pregnant women have access to care and to improve maternal and infant health while reducing the number of preterm births and infant mortality low birth weight babies and to improve health outcomes for all children by offering evidence based services including Nurse Family Partnership (intensive, home-visiting with a Registered Nurse (RN)) for pregnant women) and Dad-U Fatherhood program (education, training, and support) to fathers of young children.

REMARKS:
In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 – Application and Exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.
Historical Relationship with Orange County and the Community. This vendor has provided these services since August 2021, initially funded partially by a federal grant with the Substance Abuse and Mental Health Services Administration.
The primary goal of the Division is improving health (physical and dental), mental health, substance use, and housing stability outcomes for children, youth, young adults, families, and adults across the lifespan. With partnerships, our early childhood system has been focused on improving coordination and collaboration across child and family-serving systems offering early assessment/identification and referrals to treatment, including Nurse Family Partnership (intensive home-visiting with an RN for pregnant women) and the Dad-U Fatherhood program (education, training, and support) to fathers of young children, providing them with the basic skills to become productive and impactful members of their families. This project provides evidence-based practice interventions and strengthens infrastructure for the identified families, partners, and systems. Additionally, this contract will continue to expand and follow the recommendations of the Orange County Mental and Behavioral System of Care Community Analysis Report.
This contract will provide Nurse Family Partnership services to no less than 70 mothers per year, the Dad-U Fatherhood program will provide services to no less than 50 fathers per year, and provide diversion from homelessness discretionary funding services to no less than 30 families enrolled in Healthy Start services per year
Enrollment/referral criteria is any pregnant women and fathers of young children with residency in Orange County, FL.
Referrals/how people know about the services: Healthy Start Orange has a Coordinated Intake and Referral process/unit and utilizes social media, self-referral and community partnerships, where staff are positioned to engage clients when they are at appointments with their medical providers.
