American Traffic Solutions, Inc. dba Verra Mobility
Modaxo Traffic Management USA Inc. dba Elovate
NovoaGlobal, Inc.
RedSpeed Florida, LLC
Further request Board authorization for the Procurement Division to negotiate and execute a contract within a budget of $31,872,000 for a ten-year term.
Further request Board authorization to the Procurement Division to formally terminate negotiations with the top ranked firm(s), if we are unable to come to favorable negotiated agreement(s), and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
This contract will provide red light safety enforcement through the installation and operation of cameras for 80 estimated approaches, including mailing services for citations and expert witness testimony.
FUNDING:
Funding is available in account number 1002-072-2718-3197.
DISCUSSION:
Five proposals were received in response to this Request for Proposals (RFP). The Procurement Committee evaluated the proposals in accordance with the criteria set forth in the RFP on May 1 and May 22, 2025. Commissioner Mayra Uribe was assigned to the Procurement Committee. The proposal submitted by Jenoptik North America, Inc. scored too low for Board consideration.
Modaxo Traffic Management USA Inc. dba Elovate filed a timely protest. In accordance with the Procurement Ordinance, a protest hearing was held on June 11, 2025. The Protest Committee unanimously denied the protest. No timely appeal was received.
Based on the Board’s decision to suspend the County’s M/WBE program, it was necessary for the Procurement Committee to reconvene and rescore the proposals, which occurred on July 18, 2025. The rescoring was posted, which afforded the proposers the opportunity to protest on additional grounds not raised in the initial protests. American Traffic Solutions, Inc. dba Verra Mobility submitted a timely protest, and a protest hearing was conducted on September 15, 2025. The Protest Committee voted 2-1 to deny the protest. A timely appeal was received.
