PURPOSE: During the February 25, 2025 Board discussion, staff will provide an update on our progress in implementing the Community Development Block Grant - Disaster Recovery (CDBG-DR) program for Hurricane Ian (Orange County received an allocation of $219,712,000). In addition, staff will also provide an update on the recently announced CDBG-DR allocation for Hurricane Milton, and the next steps required for this new allocation (Orange County was allocated $33,357,000).
On January 9, 2024, the Board approved the required CDBG-DR Action Plan for Hurricane Ian. The Action Plan outlines how CDBG-DR funds will be used during the grant period for a range of activities related to infrastructure improvements and public facilities, mitigation of future risks and resiliency, housing repairs and reconstruction, new affordable housing construction, and public services related to self-sufficiency, mental health, job training and placement, and economic recovery efforts. All CDBG-DR funded activities and projects must be eligible under the CDBG program, and at least 70 percent of the funds must be spent on activities benefiting low to moderate-income (LMI) individuals or areas. Additionally, with an exception of mitigation projects, all CDBG-DR funded activities must be tied to the disaster covered by the allocation.
The discussion will cover the status of several important programs, to include the Infrastructure and Public Facilities and the Homeowner Housing Rehabilitation and Reconstruction Program.
