Approval to award Invitation for Bids Y24-121-MV, Staff Augmentation - Nursing Services for Corrections, to the two low responsive and responsible bidders, Ghost RX Inc., in the estimated contract award amount of $598,842.40 for a one-year term, and Sunshine Enterprise USA L.L.C., in the estimated contract award amount of $631,590 for a one-year term. Further request authorization for the Procurement Division to renew the contracts for four additional 1-year terms.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County.([Health Services Department Corrections Health Division] Procurement Division)

PROCUREMENT:
The contracts will provide temporary nursing services provided by registered nurses, licensed practical nurses, and medical assistants which are used to supplement County staff in the delivery of medical services to inmates at the Corrections Department. Routine examinations, health-related tests, and emergencies are handled by these personnel under the direction of the medical director and staff physicians.

Funds are available in account number 0001-060-3806-3197.
APPROVALS:
The Corrections Health Services Division and Business Development Division concur with this recommendation.
REMARKS:
Forty-two bids were received in response to this Invitation for Bids and were evaluated for price, responsiveness, responsibility and reasonableness. The bids submitted by Ghost RX, Inc. and Sunshine Enterprise USA L.L.C. are consistent with industry pricing. A review of the rates Corrections Health Services is currently paying for the filled positions are at or higher than the rates proposed by the bidders. References reviews were conducted, and it was determined that both bidders have satisfactory performance records. Therefore, they are determined to be responsible.
Avani Healthcare Staffing and SHC Services, Inc. were deemed non-responsive for failing to provide prices for all line items on the Bid Response Form. Accolade Healthcare Services dba LeeKO Staffing and Recruiting, ATC Healthcare Services, LLC., Aura Staffing Partners Chicago, LLC, Healthcare Staffing Professionals, Health Advocates Network, Inc. dba Staff Today, LLM Placements LLC, Kairos Federal Solutions and Wise Medical were deemed non-responsive for failing to submit a complete bid package. Ace Staffing, Inc., Talantage, Inc. American Preferred Solutions, COCHHBHA Enterprises, Inc., PackPlus, Inc. dba Josmar Medical Staffing, Adil Business Systems, Inc., Management Recruiters of Fort Worth-SW, LP dba Siter-Neubauer & Associates, SwipeJobs LLC dba CoreStaff, Clovity, Inc., and Loyal Source Government Services were deemed non-responsible for failing to meet minimum requirements of the solicitation.
Although progress has been made in the recruitment of permanent nursing staff, currently there are not enough nurses and allied professionals to support the number of inmates requiring medical care necessitating supplemental staffing. The continued nursing shortage is also a factor in this situation. While efforts to recruit and retain permanent staff continues, the temporary nursing services contracts will allow the department to quickly fill vacancies due to illness, vacation, or turnover.
Due to the high turnover of temporary nurses and the difficulty encountered in attracting qualified temporary nurses to work in the Corrections Department, the award to two vendors is necessary to ensure the availability of personnel. Award to a single vendor will not ensure that this service is maintained at an acceptable level.
The contracted vendors will be provided projected openings on a monthly basis. Each vendor will indicate the positions they are capable of filling. If multiple vendors are able to fill the same position(s), the low-cost vendor will be selected. The monthly schedule is subject to modification to accommodate schedule changes and emergency requirements that must be addressed in a timelier manner.
