The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PROCUREMENT:

This amendment will provide additional funding geared towards enhancing outcomes for youth and families in the target zip codes for the Youth - Sectors 4 and 5 and Group Parenting - Sector 2 programs. The agency is projected to exceed the current contractual units of service prior to the conclusion of the contract year, further demonstrating the need for services in the identified communities.

FUNDING:

Funding is available in account number 0001-062-2556-8610.  The additional funding will be sourced from Children’s Services Rollover Funding and must be utilized by the conclusion of the current contract year ending December 31, 2024.

APPROVALS:

On January 10, 2023, the Board authorized award of Contract Y23-2016 to Fresh Breath International Worship Center, Inc. dba Boys2Men Mentoring, in the total contract amount of $600,000 for a three-year term.

In accordance with the Additional Funding Guidelines approved by the Citizens’ Commission for Children Advisory Board, contracted agencies may be considered for additional funding on a case-by-case basis, in the event that the agency has expended 75% or more of their funding by mid-year and have been monitored to ensure contract compliance. The Citizens’ Commission for Children Division concurs with this recommendation.

REMARKS:

This amendment demonstrates a strategic approach to enhancing outcomes for youth and families in the target zip codes by investing additional funding for the following funded programs: Youth Mentoring - Sectors 4 and 5, and Group Parenting - Sector 2.

Fresh Breath International Worship Center, Inc., dba Boys2Men Mentoring, is currently providing satisfactory services, and programmatic monitoring has demonstrated contract compliance. The agency is projected to exceed the current contractual units of service prior to the conclusion of the contract year, further demonstrating the need for services in the identified communities.

Youth Mentoring - Sectors 4 and 5: Fresh Breath International Worship Center, Inc. dba Boys2Men Mentoring delivers youth mentoring services to Orange County youth, ages 10 to 18, prioritizing residents of 32822 and 32839. In addition to one-on-one and group mentoring, programming also includes components such as life skills, educational support and exposure, community service, and physical health.

Services can be accessed by contacting the agency directly to schedule an intake interview, or by contacting the Citizens’ Commission for Children for referral. Programming is advertised via word of mouth and recommendations from parents/guardians whose children are currently participating in the program and/or whose children have graduated from the program. Additionally, the agency works with various community partners such as Orange County Public Schools, Orlando Union Rescue Mission, Department of Children and Families, and various other community and faith-based organizations.

Funded programming for this Contract is provided at the following locations:

Group Parenting - Sector 2: Group Parenting programming is provided to Orange County parents, with priority emphasis to parents residing in 32801 and 32805 and includes parenting classes and workshops focused on topics such as developing and practicing positive discipline techniques, learning age-appropriate development and milestones, and promoting positive play and interaction between parents and children.

Outreach is primarily conducted through the Orlando Union Rescue Mission, Orange County Head Start, and parents of participants of the agency’s Youth Mentoring programs. Services can be accessed by contacting the agency directly to schedule an intake interview, or by contacting the Citizens’ Commission for Children for referral.

Funded programming is provided in residents’ homes, virtually, and in person at:

This funding award is not inclusive of all Youth Mentoring and Group Parenting services funded by Orange County Government.  A comprehensive list of the services currently funded through other nonprofit organizations is provided below.
