PROCUREMENT
:

The contracts will provide engineering services for water, wastewater, and reclaimed water systems to the Utilities Department. The projects will be located throughout Orange County.

FUNDING:

The County will fund task authorizations associated with these continuing contracts on an as needed basis. 

DISCUSSION:

The projects covered under this scope may include, but are not limited to, efforts with relatively small levels of work and cost. Projects assigned by the County to a continuing services consultant will generally be those with an estimated construction cost of less than $7,500,000.

Engineering services will be provided by State of Florida-registered Professional Engineers with expertise in disciplines such as civil, environmental, electrical, mechanical, structural, and other relevant specialties. Additional supporting services may also be required, including but not limited to corrosion evaluation, ecological studies, geotechnical investigations, professional surveying, and other services necessary for project completion.

Sixteen proposals were received in response to this Request for Proposals (RFP) and evaluated in accordance with the criteria contained in the RFP.  Elite Cast Stone, Inc. was deemed non-responsive for failure to submit a valid proposal, none of the required forms were included. EXP U.S. Services, Inc. was found non-responsive for failure to submit the required authorized signatory form. Chen Moore and Associates, McKim & Creed Inc. and Wade Trim, Inc. scored too low for Board consideration.

Proposals were evaluated by the Procurement Committee on April 22, 2026. Commissioner Mayra Uribe was assigned to the Procurement Committee.
