Approval to award Invitation for Bids Y25-140-KC, Water Pipes, Valves and Fittings, to the sole responsive and responsible bidder, Ferguson Enterprises, LLC dba Ferguson Waterworks, in the estimated contract award amount of $11,610,047.25 for a five-year term. PROCUREMENT:
This contract will provide materials for the installation and maintenance of the County’s potable and reclaimed water supply infrastructure, on an as-needed basis.
FUNDING:
Funding is available in account number 4420-038-1310-9310.
APPROVALS:
The Field Services Division and Business Development Division concur with this recommendation.
REMARKS:
One bid was received in response to this Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. Price reasonableness was established by comparison to current contracted pricing. Although the overall cost shows a 29% increase from the current contract, the estimated spend increased $1.7 million across all line items. When normalizing for spend and evaluating only the change in discount percentages, the effective difference is approximately 4%. All references confirmed satisfactory completion of work similar in scope and magnitude. Therefore, award is recommended to Ferguson Enterprises, LLC dba Ferguson Waterworks.
To ensure an open and competitive bid process, the IFB was posted on the County’ e-procurement portal. A query from staff to potential bidders that declined to compete on this solicitation resulted in the following:
Core and Main LP: Stated they received the solicitation late on their end and missed the question deadline. As a result, they were unable to clarify questions related to pricing, quantities, and tariff impacts, which prevented them from submitting a complete response.
Grainger: Did not respond to the inquiry.
Fortiline Waterworks: Stated they were unable to bid this solicitation because some of their vendors would not hold pricing due to the tariffs.
Palm Beach Plumbing Parts, Inc.: Stated that there were very few items on that fee schedule that they currently have a relationship with a vendor to provide.
The Pipe Nipple & Supply Inc: Did not respond to the inquiry.
