Selection of one firm and two ranked alternates to provide Problem Solving Court Substance Abuse Treatment and Case Management, Request for Proposals Y25-1063-KC, from the following firms listed alphabetically:
Aspire Health Partners, Inc.
Limitless & Infinite Transformations Inc.
Specialized Treatment Education and Prevention Services, Inc.
Further request Board authorization for the Procurement Division to negotiate and execute a contract in the estimated total of $2,430,637 for a five-year term.
Further request Board authorization to the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
This contract will provide outpatient substance use and mental health services including assessment, individual and group counseling, education, case management, supervision, and drug testing.
FUNDING:
Funding is available in account number 0001-060-0399-0359.
DISCUSSION:
Four proposals were received in response to this Request for Proposals (RFP) and evaluated in accordance with the criteria detailed in the RFP. The proposal from Ascension Recovery Services scored too low for Board consideration.
The Orange County Problem Solving Court (PSC) was created to provide identification, evaluation, case management, and placement of criminal justice involved people suffering from substance use and/or mental health disorders into treatment to address their underlying criminogenic needs as a proven alternative to the formal criminal justice system. PSC has been operational since 2001 under the management of the Ninth Judicial Circuit Court and is a cooperative effort between the Judiciary, State Attorney, Public Defender, Orange County Corrections, Florida Department of Corrections, Orange County Office for A Drug-Free Community, and contracted community-based service providers.
Proposals were evaluated by the Procurement Committee on February 25, 2026. Commissioner Nicole Wilson was assigned to the Procurement Committee.
A timely protest was received from Aspire Health Partners, Inc. A protest hearing was conducted on April 13, 2026, in accordance with the Procurement Ordinance. The Protest Committee voted to uphold the protest and rescore the Location criteria for Aspire Health Partners, Inc. No timely appeal was received.
