PROCUREMENT:
This contract supports the County’s ongoing efforts to expand transitional housing services for unhoused or precariously housed Orange County residents. Through this agreement, Orange County will collaborate with Central Florida Cares Health System, Inc. (CFCHS), a not-for-profit behavioral health management organization and the Department of Children and Families' designated Managing Entity for this region. CFCHS will subcontract with transitional housing providers to deliver services at various locations throughout Orange County, offering supportive housing and mental health and substance use-related overlay services with the ultimate goal of placement into permanent housing. CFCHS will ensure all subcontracted providers comply with State and County requirements, including cultural and linguistic competency standards. The performance period will commence on August 1, 2025.

REMARKS:
In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 - Application and exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.
To accomplish the mission and vision, the Mental Health and Homelessness Division has established a primary goal and objectives to support a diverse service delivery system focused on improving outcomes for Orange County residents experiencing mental health, substance abuse and/or homelessness across all County funded Division initiatives:
Under this agreement, CFCHS shall ensure subcontracted providers deliver transitional housing services with 24-hour staffing, weekly housekeeping, programmatic policies, and outcome tracking. CFCHS shall provide the County with a monthly report to include utilization, referral source, and additional demographic, performance, or statistical data.
The program will serve up to 70 vulnerable adults monthly who are Orange County residents, unhoused or at risk of becoming unhoused while prioritizing individuals who are returning to the community from incarceration and/or local hospitals.
