title
Ratification of Amendment No. 1, Contract Y25-2061, Provision of Community Services with Second Harvest Food Bank of Central Florida, Inc., in the amount of $1,000,000 for a revised total contract amount of $8,750,000. ([Community and Family Services Department Citizens’ Commission for Children Division] Procurement Division)
body
PROCUREMENT:
As a result of the federal government shutdown, the temporary interruption of Supplemental Nutrition Assistance Program (SNAP) benefits may result in increased food insecurity among low-income households and households affected by federal employee furloughs. SNAP provides essential nutrition assistance to millions of Americans, including an estimated 175,000 Orange County residents, ensuring that children, seniors, and vulnerable adults have consistent access to food. Such a disruption in benefits can heighten reliance on emergency food providers and may compel families to skip meals or make difficult decisions between meeting basic needs such as food, housing, transportation, childcare, and healthcare.
Approximately 47,000 federal workers in the Central Florida region have been furloughed, laid off, or are working without pay. Many furloughed families, who under normal circumstances do not qualify for traditional social assistance because of their income levels, may now be experiencing unexpected financial hardship. Schools may also see more students arriving hungry or without sufficient nutrition, affecting concentration, attendance, and learning outcomes.
This amendment to increase the contract amount is a strategic investment in food security to help mitigate hardship, prevent hunger, and sustain community resilience.
FUNDING:
Funding is available in account number 0001-062-2556-8610 and will be reconciled through the annual budget amendment process in January 2026.

The Citizens’ Commission for Children Division concurs with this recommendation.
