PROJECT: City of Orlando Watershed Atlas Interlocal Agreement for the Orange County Water Atlas
PURPOSE: The Environmental Protection Division (EPD) is requesting approval of the renewal of the Interlocal Agreement (Agreement) for the Watershed Atlas Project with the City of Orlando.
In March of 2005, the Board approved the development of a Watershed Atlas (“Atlas”) to provide an accessible internet location for surface water related information specific to Orange County. The University of South Florida, which has developed atlases for several Central Florida counties, developed and maintains the Atlas for Orange County. The site is available to the general public, Orange County staff, and business professionals who desire to review current and historic water quality data, lake studies, and other information related to the County’s vast water resources.
To cost share approximately 60% of the annual maintenance of the Atlas website, the Board has approved several interlocal agreements with multiple municipalities. The County has asked the participating partners to renew their Agreement. New Interlocal Agreements formalize the maintenance funding with four-year terms.
The current request is for the approval and execution of an Interlocal Agreement between Orange County Florida and the City of Orlando for shared use of the Atlas. The first Interlocal Agreement between Orange County and the City of Orlando was approved by the Board in 2006, with subsequent Agreements in 2009, 2012, 2015, and 2019. The City of Orlando pays Orange County a total sum of $80,000 for usage of the Atlas.
This Agreement will be for a duration of four years, retroactive from June 1, 2023, through May 31, 2027, for a total sum of $80,000, paid in yearly installments of $20,000. The City of Orlando approved the Agreement at their May 13, 2024, Council Meeting.
This Agreement was reviewed by the County Attorney’s Office and approved as to form.
