Approval to award Invitation for Bids Y25-765-MB, Wekiwa Springs Septic Tank Retrofit Project Phase 4 - Rolling Oaks, Carlton Woods and Carlton Oaks, to the low responsive and responsible bidder, R.P. Utility and Excavation Corp, in the total contract award amount of $24,540,782.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-Verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
The contract includes the construction of the Wekiwa Springs Septic Tank Retrofit Project Phase 4 - Rolling Oaks, Reagan’s Reserve and Carlton Oaks sewer retrofit project which will convert approximately 396 septic tank systems to the Orange County Utilities centralized wastewater system. The project is located in District 2.
FUNDING:
Funding is available in account numbers 4420-038-1505-0014-6340, 4420-038-1559-0174-6340, and 4420-038-1539-0074-6340.
APPROVALS:
The Utilities Engineering Division concurs with this recommendation.
REMARKS:
Five bids were received in response to this Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness. Price reasonableness was established by comparison to the engineer's estimate and consideration of market factors. A scope meeting was conducted, during which the bidder affirmed their understanding of the scope of work and expressed confidence in the pricing submitted.
R.P. Utility and Excavation Corp has a satisfactory record of performance for this type of work and has been determined to be responsible. Therefore, award is recommended to R.P. Utility and Excavation Corp.
