PURPOSE:
The original emergency purchase order authorized slip lining of an approximately 400-foot segment of existing 48-inch corrugated metal pipe (CMP) along the east side of 9806 Mohrs Cove Lane, Windermere, FL 34786. The pipe, which serves as the outfall to Lake Down for MSBU Ponds 6289 and 6266, is severely deteriorated and shows signs of partial collapse between Manholes A and B. Because the system is located between residential properties, repairs are critical to prevent upstream flooding and protect nearby homes and infrastructure. During construction, two unforeseen site conditions were encountered that exceeded the original project scope and necessitated Change Order No. 2. 

First, a diver inspection identified an additional approximately 85-foot downstream pipe segment between Manhole B and Lake Down with significant silt accumulation and structural deterioration requiring cleaning and slip lining rehabilitation to restore structural stability and conveyance (Task 1 in the attachment). Several open-cut replacement alternatives were evaluated; however, estimated construction costs ranged from approximately $573,318 to $718,318, excluding project expenses associated with cofferdams, dewatering, marine equipment, environmental controls, maintenance of traffic, utility coordination, permitting, restoration, extended construction duration, and contractor overhead. In comparison, the slip lining rehabilitation approach is estimated at approximately $388,622.42 and can be completed within three to four weeks versus approximately three months for open-cut replacement, excluding an estimated additional one-year duration for design, bidding, and environmental permitting. Staff determined that slip lining provides the most cost-effective, constructible, and least disruptive solution. 

Second, approximately 130 feet of the previously repaired Manhole A-to-B pipe segment was found to contain high-strength cement instead of excavatable grout, requiring additional removal effort and a pseudo pipe burst/slip line operation to restore the required pipe diameter (Task 2 in the attachment). County staff, with assistance from the CEI consultant, reviewed the contractor's proposed construction approach and detailed cost estimate of approximately $147,518.76 and determined the proposed work and associated costs were necessary and reasonable to complete the rehabilitation project. The combined cost for Task 1 and Task 2 is $536,141.18. 

Staff recommend that the Board ratify Change Order No. 2 for Purchase Order M120134-2, Emergency Mohrs Cove Lane Pipe Retrofit with Murphy Pipeline Contractors, LLC, in the amount of $536,141.18, as additional work and associated costs were necessary to address unforeseen field conditions and complete the emergency rehabilitation project.
