The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PROCUREMENT:

The contracts will provide professional services for Supervisory Control and Data Acquisition (SCADA) planning, designing, and integration including subsystems such as electrical, instrumentation, servers, and network communications as they relate to the utility SCADA system.

FUNDING:

Funding is available in account number 4420-038-1359-3197.

APPROVALS:

The Water Reclamation Division and Business Development Division concur with this recommendation.

REMARKS:

These services include, but are not limited to, engineering, maintenance, repair, refurbishment, programming, construction, and replacement of SCADA and related assets including control panels, programmable logic controllers, Human-Machine Interface software platforms, power systems, motor control equipment, instrumentation, server systems, network communication systems, and remote terminal units.

The contractors will support the SCADA services of various divisions within Orange County Utilities, such as water production, pumping, and water reclamation.

Per the Request for Proposals (RFP), the County reserves the right to make multiple awards based on the results. The County intends to award two Siemens Solutions Partners, two Schneider Alliance Partners, and one firm which is both Siemens Solutions Partners and Schneider Alliance Partners. All firms qualify as SCADA Integrators.

The proposers qualifying as Siemens Solutions Partners are AWC, Inc. and iQuest Automation, Inc. The proposers qualifying as Schneider Alliance Partners are Gray Matter Systems, LLC and Revere Controls Systems, Inc. DSI Innovations LLC qualifies as both Siemens Solutions Partners and Schneider Alliance Partners.

Eleven proposals were received in response to this RFP.  Freese and Nichols, Inc. was deemed non-responsive for qualifying their offer with conflicting terms. KDK Innovations, Inc and TopTalent Staffing were deemed non-responsive for failure to provide the required documentation required in the RFP.  Benro Enterprises Inc. dba Rocha Controls, CEC Controls Company, Inc. and LT Software Solutions, Inc. scored too low for Board consideration.

Proposals were evaluated by the Procurement Committee on August 21, 2024. Commissioner Nicole Wilson was assigned to the Procurement Committee.
