REMARKS:
On October 29, 2024, the Board authorized award of Invitation for Bids Y24-1077 to Dade Paper and Bag, LLC, Inc. dba Imperial Dade, in the amount of $559,875. Current contract expenditures have exceeded original projections due to increased paper towel consumption following the transition to a continuous folded towel dispenser system, as well as higher than anticipated facility usage due to an increase in event profiles with longer days and more attendees. Due to the increase in usage of paper towels, the Convention Center is evaluating more sustainable options that continue to meet our goals of both touchless and non-battery operating dispensers. The requested increase will provide sufficient funding to maintain uninterrupted operations throughout the procurement and transition process.
Upon implementation of Contract Y24-1077, the Convention Center made an operational decision to transition from electronically operated, rolled paper towel dispensers to a continuous hand paper towel dispenser system. Some of the factors considered to make the operational change were to eliminate the labor and supply costs associated with battery replacements and to maintain touchless restroom features as recommended following the COVID-19 pandemic.
After a review of historical usage, current consumption rates, and forecasted event attendance, additional funding is necessary to maintain adequate inventory through the anticipated contract transition period ending April 30, 2027. The requested increase reflects a forecast of operational demand while allowing six months to competitively solicit and award a replacement contract and accounting for a one-month period after contract execution to allow time to transition to a more sustainable option for the Convention Center when it comes to supplying paper towels. The transition date was selected to allow sufficient time to complete implementation prior to the next major event cycle at the Convention Center.
Previous contract amendments are as follows:
Amendment No. 1: Incorporated Exhibit A, Dispenser Acknowledgement into the contract.
Amendment No. 2: Increased the estimated amount of the contract by $100,000, for a revised estimated contract amount of $659,875.
