Selection of one firm and two ranked alternates to provide Orange County Convention Center Sustainability Initiatives, Request for Proposals Y24-178-KS from the following listed alphabetically:
• BranchPattern, Inc.
• EXP U.S. Services Inc.
• SGM Engineering, Inc.
Further request Board authorization for the Procurement Division to negotiate and execute a contract in the estimated amount of $1,146,000, for a three-year term. Further request Board authorization for the Procurement Division to renew the contract for two additional one-year terms.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm if we are unable to come to a favorable negotiated agreement and commence negotiations with the next ranked alternate until a successful negotiation is reached. PROCUREMENT:
The contract will provide consulting services for sustainability initiatives that support the Convention Center’s LEED recertification of the N-S Building; its LEED certification of the West Building; ISO 14001; the Convention Center’s and County’s Sustainability Action Plan (SAP); sustainability consultations, as-needed, for the North/South Building Phase 5A expansion; sustainability consultations, as-needed, for the Phase 5B Design; and as-needed, direct operational support for the Convention Center client’s waste diversion, energy conservation, and zero-carbon footprint goals and calculations.
FUNDING:
Funding is available in account number 4430-035-0922-3197.
DISCUSSION:
Six proposals were received in response to the Request for Proposals (RFP) and were evaluated by the Procurement Committee in accordance with the criteria contained in the RFP. All American Staffing LLC was deemed non-responsive for failure to submit the required forms prescribed in the solicitation. Eco-Build Strategies LLC was deemed non-responsive for qualifying their proposal with additional terms. SOCOTEC Consulting, Inc. scored too low for Board consideration.
Proposals were evaluated by the Procurement Committee on October 30, 2024. Commissioner Nicole Wilson was assigned to the Procurement Committee.
