Approval to award Invitation for Bids Y25-105-KK, Landscape Management for Barnett Park and Pine Hills Trail, to the low responsive and responsible bidder, P & L Lawn Maintenance, Inc., in the estimated contract award amount of $809,520 for a five-year term.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-verify, insurance and bonds, request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder, as listed in the tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
This contract will provide landscape management services for Barnett Park and Pine Hills Trail.
FUNDING:
Funding is available in account numbers 1050-062-1812-3810 and 1050-062-1849-3810.
APPROVALS:
The Parks and Recreation Division and the Business Development Division concur with this recommendation.
REMARKS:
Six bids were received in response to this Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. Big King Services, Florida Greenscapes Management, Inc., and Seasonal Effects, LLC were deemed non-responsive for failing to submit compliance documents and licenses as required in the IFB.
P & L Lawn Maintenance, Inc. met reference requirements and has a satisfactory history of performance with the County. Pricing was determined to be reasonable through comparison to the previous contract for services, Y21-1044, and County contracts for similar landscaping services.
