Further request Board authorization for the Procurement Division to execute contracts for a one-year term. PROCUREMENT:
These contracts will provide affordable housing options and related housing services for low-income people with human immunodeficiency virus (HIV) and their families to achieve and maintain housing stability, avoid homelessness, and improve their access to, and engagement in HIV/AIDS treatment and care.
FUNDING:
Funding is available in account number 7734-060-7312-8610. Funding for this project is from the City of Orlando HOPWA grant from the U.S. Department of Housing and Urban Development (HUD).
APPROVALS:
The Health Services Department concurs with this recommendation.
REMARKS:
Funding for these services comes from the City of Orlando, which receives the HOPWA funds from HUD. The HOPWA program was authorized by the AIDS Housing Opportunity Act and amended by the Housing and Community Development Act in 1992. The program is designed to provide state and local governments with resources and incentives to devise long-term comprehensive strategies for meeting the needs of low-income persons with AIDS or related disease and their families.
Orange County serves as the administrator of the formula grant-funded HOPWA program for the Orlando Eligible Metropolitan Statistical Area, including Orange, Osceola, Lake, and Seminole Counties. The Orange County Health Services Department is the department assigned to administer the grant.
Nine proposals were received in response to the Request for Proposals issued through the Health Services Department’s Zoom Grants Application System. The proposals were evaluated on March 25, 2026, in accordance with the criteria contained in the Request for Proposals by a panel convened by the Health Services Department, consisting of a select group of appointed individuals.
Four agencies with the highest ranked score were recommended for funding for Lot 1- Tenant Based Rental Assistance, Lot 2 - Short-Term Rent, Mortgage and Utilities, Lot 3 - Permanent Housing Placement and Lot 5 - Facility-Based Assistance. Three agencies with the highest ranked score were recommended for funding for Lot 4 - Short-Term Supported Housing. Five agencies with the highest ranked score were recommended for funding for Lot 6 - Supported Services/Case Management.
