PROCUREMENT:
This amendment will add funds for the construction of calming devices, pedestrian safety improvements, and minor roadway improvements. This supports the County’s continued efforts to enhance public safety and improve the quality of life for our residents. This funding will support project needs for the remainder of the current contract term. The original contract fee structure will remain unchanged and applicable to this amendment.
FUNDING:
Funding is available in account numbers 1004-072-2729-3816 and 1002-072-2721-3816.
APPROVALS:
The Traffic Engineering Division concurs with this recommendation.
REMARKS:
On December 14, 2021, the Board approved the selection of Mercon Construction Company. Contract Y21-1087 was executed on January 6, 2022 for a not-to-exceed amount of $3,911,325 which encompasses construction services related to the installation of Traffic Calming projects throughout Orange County.
Since its launch in 1994, the Traffic Calming Program has addressed a wide range of traffic safety concerns throughout Orange County. With a growing population and evolving transportation needs, a modernized, more comprehensive approach has become essential. The updated Traffic Calming Program will incorporate best practices and guidance from the following key resources:

• ITE Traffic Calming State of the Practice
• ITE Guide to Speed Reduction Techniques
• Florida Department of Transportation Design Manual - Speed Management
This initiative also aligns with the County’s Vision Zero goals, the Americans with Disabilities Act Transition Plan, Pedestrian Safety Action Plan, Micromobility Strategy, and broader Roadway Safety initiatives. Traffic Engineering is currently managing the design and implementation of numerous safety-related projects across the County as part of this effort.
Previous contract amendments are as follows:
Amendment No. 1: Zero cost change order; To replace Speed Hump line item with Speed Cushion line item. This amendment also added the line item for Sidewalk Concrete 6” Thick.
Amendment No. 2: Zero cost change order; Option to extend the term contract from January 6, 2022 through January 5, 2023 to January 6, 2023 through January 5, 2024.
Amendment No. 3: Zero cost change order; Option to extend the term contract from January 6, 2024 through January 5, 2025.
Amendment No. 4: Clarified and corrected the language included in Amendment No. 3.
Amendment No. 5: Extended the contract term from January 6, 2025 through January 5, 2026, and increased the funding by $1,200,000, for a revised estimated contract amount of $5,111,325. Board approval was obtained on November 19, 2024.
