Approval to award Invitation for Bids Y25-150-JA, Mowing and Herbicide Treatment of Various Areas at the Orange County Landfill, to the low responsive and responsible bidder, Brightview Landscape Services, Inc. in the estimated contract award amount of $755,028 for a three-year term. Further request authorization for the Procurement Division to renew the contract for two additional one-year terms. ([Utilities Department Solid Waste Division] Procurement Division)

PROCUREMENT:
This contract will provide all labor and equipment necessary to provide mowing and herbicide treatment of various areas at the Orange County Landfill. Services will also maintain the vegetation on the closed portions of the landfill and ancillary areas on site.
FUNDING:
Funding is available in the following account numbers 4410-038-1099-03-9256, 4410-038-1086-05-9256, 4410-038-1021-3197, and 4410-038-1013-3810.
APPROVALS:
The Utilities Department and Business Development Division concur with this recommendation.
REMARKS:
Four bids were received in response to the Invitation for Bids (IFB) and were evaluated for responsiveness, responsibility, and price reasonableness. Moworks LLC was deemed non-responsible for failure to submit references that were not similar in scope and material of the IFB. The bid submitted by Brightview Landscape Services, Inc. is considered reasonable based on a technical analysis by staff. References provided were satisfactory for this type of work and Brightview Landscape Services, Inc. has been determined to be responsible. Therefore, award is recommended to Brightview Landscape Services, Inc.
