PROJECT: United Against Poverty, Inc., Catholic Charities of Central Florida, Inc.
PURPOSE: On January 9, 2024, the Board approved a Community Development Block Grant - Disaster Recovery Action Plan that included an analysis of unmet and mitigation needs, a summary of citizen input and engagement, general program requirements, and the County’s budget for the CDBG-DR Program. Orange County issued a Request for Applications (RFA) on August 27, 2025, for the CDBG-DR public facilities, housing, and planning studies programs. The projects recommended for funding were presented to the Community Development Advisory Board and approved by the Board. Subrecipient Agreements must be executed with agencies that were recommended for funding.
United Against Poverty, Inc. will utilize $15,000,000 in CDBG-DR funding to cover eligible soft and hard costs associated with the construction of a new warehouse facility on the existing property. The facility will provide food distribution and wraparound services to low- and moderate-income clients. The project includes demolition, site development, design, permitting, vertical construction, construction management, and the purchase and installation of furnishings and equipment necessary to support the facility’s operations.
Catholic Charities of Central Florida, Inc. will utilize $295,000 in CDBG-DR funding to replace the damaged roof of the Agape Mission Market which serves as Catholic Charities’ primary food distribution hub for vulnerable households before, during, and after disasters. The project costs include labor, materials, and required permitting. The County Attorney’s Office has reviewed the agreements as to form.
