PROCUREMENT:

FUNDING:

Funding is available in account number 1002-072-2701-6449.

APPROVALS:

The Roads and Drainage Division concurs with this recommendation.

REMARKS:

The CM Labs Vortex Operator Simulation Station is an inclusive unit that provides multiple heavy equipment modules in an all-inclusive package. CM Labs Simulation, Inc. has been validated as an exclusive supplier of an excavator grapple and tilt rotator attachment training module, which is essential to Public Works operations.

Quotes were received from John Deere for $100,725 with a single monitor, CAT Simulator for $175,919 with two monitors, and CM Labs for $176,820.10 with five monitors. Both CAT Simulators and John Deere lack the excavator grapple and tilt rotator attachment training modules, which are crucial for Public Works operations, and one manufacturer does not offer a package that includes future software or updates, which may impede future compatibility with existing heavy equipment.

Given the scope of our training needs and the critical need for a realistic and immersive training environment, the CM Labs package presents the best value. The additional screens and inclusion of the necessary training modules ensure that the simulator will meet our current and future needs effectively. Therefore, the pricing offered by CM Labs is deemed fair and reasonable, providing the most comprehensive solution at a competitive price.
