PROCUREMENT:
This contract will provide medical services for Corrections Health, the Medical Clinic, and the Ryan White Program. Orlando Health, Inc. will provide inpatient/outpatient care for patients as well as emergency department services. Payment under this contract will be adjudicated and processed by the contracted Third-Party Administrator for the Health Services Department. The contract term will be October 1, 2026 through September 31, 2031.

Funding is available in account numbers 0001-060-3806-3195, 0001-060-2502-3195, and 7016-060-7302-3195.

The Health Services Department concurs with this recommendation.
REMARKS:
This contract provides inpatient, outpatient, emergency department, and physician services through Orlando Health, Inc. for eligible patients, including individuals who have been arrested and booked into the Orange County Corrections Department, patients referred by the Medical Clinic, and clients participating in the Ryan White Program. Orlando Health will also provide case management and discharge planning services and ensure that medical discharge orders and relevant medical records are provided to support continuity of care.
Because this contract includes services for the Health Resources and Services Administration (HRSA)-funded Ryan White Program, the Department must contract with providers capable of serving clients throughout the program’s four-county service area of Orange, Osceola, Seminole, and Lake Counties. Orlando Health has the capacity to provide services throughout this geographic area, helping ensure access to care for eligible Ryan White clients.
Services under this contract are reimbursed based on a percentage of the Medicare fee schedule, which serves as a national benchmark. Through negotiations with Orlando Health, the Department reduced the reimbursement rate for inpatient, outpatient, and emergency department services from 190% to 170% of the Medicare fee schedule, resulting in cost savings to the County. Physician services will continue to be reimbursed at 100% of the Medicare fee schedule.
In addition to the Orlando Health agreement, the Health Services Department maintains an agreement with AdventHealth to provide similar services. Having agreements with both hospital systems helps ensure adequate access to care and the Department’s ability to meet the needs of the populations served by these programs.
