Approval to award Federal Subrecipient Agreement Y25-2502, Ending the HIV Epidemic Psychosocial Support Services (Peers), to Center for Multicultural Wellness and Prevention, Inc., in the amount of $215,000 for a one-year term.
Further request Board delegation of authority to the Procurement Manager or designee to execute such Federal Subrecipient Agreements on a form approved by the Orange County Attorney’s Office and the Risk Management Division. Further request Board authorization for the Procurement Division to renew the contracts for four additional one-year terms. PROCUREMENT:
The contract will provide programming for the provision of health and support services for people with HIV. The purpose of this funding is to provide Psychosocial Support Services (Peers) to connect people with HIV who were recently diagnosed or out of care to care and support services. The performance period is March 1, 2025 through February 28, 2026.
FUNDING:
Funding is available in account number 7040-060-7302-8610. Funding is being provided from the Ending the HIV Epidemic Grant from the U.S. Health Resource and Service Administration (HRSA).
APPROVALS:
The Health Services Department concurs with this recommendation.
REMARKS:
The Ending the HIV Epidemic (EHE) grant provides medical and support services to people with HIV. The County administers the program under guidelines from HRSA and is designated as the grantee for the funding. It is estimated that 150 people with HIV will receive services per contract year.
On November 1, 2024, the Health Services Department solicited for EHE Psychosocial Support Services (Peers). Three proposals were received in response to the Request for Proposals (RFP) and were evaluated in accordance with criteria contained in the RFP. The proposals were evaluated by a panel on November 1, 2024, as part of the Health Services Department’s Zoom Grants Application System, which consisted of a select group of appointed individuals. The agency with the highest ranked score was recommended for funding for Peers.
