Approval to award Invitation for Bids Y26-194-GO, Intelligent Transportation Systems - Fiber Optic Network, to the low responsive and responsible bidder, Advanced Cabling Solutions Inc., in the total contract award amount of $3,061,624.30 for a five-year term.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
Work consists of the maintenance, construction, and repair of the Intelligent Transportation System (ITS) for Orange County. The work includes the repair and installation of fiber optic cable, conduit, pullbox and ITS components found at traffic signal locations, master communication huts, and their connections to the Traffic Management Center. The installation and repair of the ITS communication network infrastructure includes, but is not limited to:
• Installation of fiber optic cable and related connections and infrastructure
• Fiber testing and investigation and repair of outages
• Troubleshooting of the communication network
• Installation and configuration of ITS communication huts cabinets
• Installation and configuration of high-resolution Closed-Circuit Television camera systems Installation and configuration of Bluetooth travel time systems
FUNDING:
Funding is available in account numbers 1004-072-2720-3816, 1004-072-5159-3816, and 1002-072-2713-3816.
APPROVALS:
The Traffic Engineering Division concurs with this recommendation
REMARKS:
Three bids were received in response to this Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness. As the lowest responsive and responsible bidder, Advanced Cabling Solutions Inc.’s bid was approximately 40% lower than the engineer’s estimate, a scope confirmation was held on Thursday, August 20, 2026. After a thorough review of the scope, all parties acknowledged full understanding of the scope. Advanced Cabling Solution Inc. has a satisfactory record of performance for this type of work, and the award is recommended to Advanced Cabling Solutions Inc.
