SUBJECT: Selection of Consultant, Request for Proposals Y25-901-MB, Continuing Professional Services for Environmental Site Assessment and Remediation
RECOMMENDATION:

Selection of one firm and two ranked alternates to provide Continuing Professional Services for Environmental Site Assessment and Remediation, Request for Proposals Y25-901-MB from the firms listed alphabetically:
• HSA Golden, Inc.
• Montrose Environmental Solutions, Inc.
• RES Florida Consulting, LLC
Further request authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached.
Further request Board authorization for the Procurement Division to negotiate the professional services rates and execute contracts to provide the services for future requirements for a one-year term. Further request Board authorization for the Procurement Division to renew the contract for four additional one-year terms. PROCUREMENT:
The Consultant shall provide general consulting, project management, and technical expertise and ensure compliance with current regulations and guidelines developed by the Florida Department of Environmental Protection, United States Environmental Protection Agency, America Standard for Testing and Materials Standards, and County and municipal building and zoning requirements.
Throughout the term of this contract, it will be the Consultant’s responsibility to perform several tasks that my include, but not be limited to:
• Phase I/II Environmental Site Assessments
• Site Assessments
• Remedial Action Activities
• Natural Attenuation Monitoring
• Spill prevention control and countermeasure plan/updates
• Emergency Response
This project is located in all districts.
FUNDING:
Task authorizations associated with this continuing contract will be funded by the County on an as needed basis.
DISCUSSION:
Five proposals were received in response to this Request for Proposals (RFP) and were evaluated in accordance with criteria set forth in the RFP. The proposals for American Compliance Technologies, Inc. and S&ME, Inc. scored too low for Board consideration.
The proposals were evaluated by the Procurement Committee on January 15, 2025. Commissioner Michael Scott was assigned to the Procurement Committee.
