Approval to award Invitation for Bids Y25-783-CC, All American Boulevard Construction from Clarcona-Ocoee Road to Forest City Road (CIP 3097)/Kennedy Boulevard Widening Project from All American Boulevard to Kingston Court (CIP 3096), to the low responsive and responsible bidder, Granite Construction Company, in the total contract award amount of $40,956,902.16.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
All American Boulevard - Clarcona-Ocoee Road to Forest City Road (CIP No. 3097):
This project realigns All American Boulevard to connect with Edgewater Drive and Clarcona-Ocoee Road. Work includes 0.67 miles of new four-lane divided roadway, 0.14 miles of improvements on existing All American Boulevard, and 0.28 miles of improvements on Edgewater Drive. Additional features include sidewalks, driveways, curb ramps, medians, railroad crossing upgrades, stormwater ponds, a box culvert at the Little Wekiva Canal, landscaping, and water main relocations. The project also includes removal and replacement of Orange County Utilities water and wastewater facilities.
Kennedy Blvd Widening Project from All American Boulevard to Kingston Court (CIP 3096): Widen and reconstruct Kennedy Blvd from the existing 2-Lane roadway to a 4-Lane Divided Roadway with closed drainage collection system going to a new treatment pond and new sidewalks and bike lanes in each direction. The project includes earthwork, grading, drainage feature installation, paving, concrete curbs, traffic separators and driveways, sodding and median landscaping, utility coordination/relocation, pavement markings, and roadway signage. The project limit extends from All American Blvd, just west of Forest City Road to Kingston Court. The project includes the improvement of the intersection of Forest City at Kennedy Blvd: The improvement at this section includes installation of a new mast arm signal, milling and resurfacing, widening, construction of curb and gutter, sidewalk, driveways, ADA curb ramps, concrete traffic separators, and minor drainage improvements funded through a Florida Department of Transportation Joint Participation Agreement.
This project is located in District 2.
FUNDING:
Funding is available in account numbers: 1031-072-3097-6311,1023-072-3096-6311, and 1031-072-3096-6311. This project is partially funded through the Florida Department of Transportation Joint Participation Agreement.
APPROVALS:
The Public Works Engineering Division concurs with this recommendation.
REMARKS:
Six bids were received in response to this Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness. Willscot/Rent a Fence was deemed non-responsive for failing to provide a bid bond, failing to provide pricing for the bid schedule as required per the solicitation and failing to sign the irrevocable offer. Watson Civil Construction, Inc. withdrew its bid after the irrevocable offer date had passed.
A timely protest was filed by Granite Construction Company in accordance with the Procurement Ordinance. A protest hearing was held on October 23, 2025, resulting in the Procurement Manager upholding the protest.
References provided were satisfactory for this type of work and Granite Construction Company has been determined to be responsible. Therefore, award is recommended to Granite Construction Company.
