PROCUREMENT:
This amendment will provide additional funding for the Innovation Programming for Youth - District 5 program, as well as continue to provide early literacy development programming and face-to-face learning sessions, books and supporting materials, and an online learning platform. This approach also includes videos progressive in learning steps with animations, songs, developmental activities, and captivating theatrics to inspire children’s love of literacy and reading.
FUNDING:
Funding is available in account number 0001-062-2556-8610. The additional funding will be sourced from Children’s Services Rollover Funding and must be utilized by the conclusion of the current contract year, ending December 31, 2024.
APPROVALS:
On January 10, 2023, the Board authorized award of Contract Y23-2033 to Red Versus, Inc. in the total contract award amount of $200,000 for a two-year term.
In accordance with the Additional Funding Guidelines approved by the Citizens’ Commission for Children Advisory Board, contracted agencies may be considered for additional funding on a case-by-case basis, in the event that the agency has expended 75% or more of their funding by mid-year and have been monitored to ensure contract compliance. The Citizens’ Commission for Children Division concurs with this recommendation.
REMARKS:
This amendment demonstrates a strategic approach to enhancing outcomes for youth and families in Orange County by investing additional funding for the Innovation Programming for Youth - District 5 program. The agency provides year-round early literacy development programming and includes face-to-face learning session, books and supporting materials, and an online learning platform. Also included are videos progressive in learning steps with animations, songs, developmental activities, and captivating theatrics to inspire children’s love of literacy and reading.
Red Verses, Inc. is currently providing satisfactory services, and programmatic monitoring has demonstrated contract compliance. The agency is projected to exceed the current contractual units of service prior to the conclusion of the contract year, further demonstrating the need for services in the identified communities.
Outreach is primarily conducted through Orange County Public Schools and early learning centers throughout the Orange County Community. Services can be accessed by contacting the agency directly, or by contacting the Citizens’ Commission for Children for referral. Services are provided at the following locations in Commission District 5:

This funding award is not inclusive of all Innovation Programming for Youth funded by Orange County Government. Awards are competitively advertised for each Orange County Commission District for a two-year term, with the primary purpose of programming funded in this category being innovative and unique. All Orange County residents may have access to funded programs/services.
