The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

PROCUREMENT:

This amendment will provide additional services for Orange Avenue from the Osceola County Line to Town Center Boulevard to update the basin models, identify an accurate floodplain elevation and enhance the existing Roadway Conceptual Analysis (RCA) for additional floodplain compensation, and add an additional 250 days.

Dewberry will develop and analyze a detailed area model of the adjacent area to determine a base flood elevation to calculate floodplain impacts and required compensation. The analysis will include review of existing permits, field review of biological indicators and developing a floodplain model. A floodplain compensation technical memorandum will be prepared.

Dewberry will also design an additional, offsite floodplain compensation pond to mitigate floodplain impacts associated with the Orange Avenue widening. Design services will encompass the preparation of construction plans for the additional floodplain compensation pond, supported by coordination with adjacent property owners, site specific surveying, geotechnical investigations and environmental assessments. This project is located in District 4.

Funding is available in account number 1033-072-2929-6311.

The Public Works Department concurs with this recommendation.

REMARKS:

On July 25, 2023, the Board approved the selection of Dewberry Engineers Inc. to provide Final Design Services for Orange Avenue from the Orange/Osceola County Line to Town Center Boulevard with a not-to-exceed budget of $1,900,000. The contract was executed on April 24, 2024, in the amount of $1,879,601.29.

Previous contract amendments are as follows:

Amendment No. 1: Added additional engineering services to enhance the existing RCA by developing documentation to be a National Environmental Policy Act complaint study for use as part of the South Florida Water Management District permitting process. Additional services include a reevaluation of the original recommended improvement, an additional public hearing/meeting, a noise analysis, and enhanced natural resource evaluation and sociocultural evaluation. Funding was also added in the amount of $123,565.88, for a revised total contract amount of $2,003,167.17.
