PROCUREMENT:
This purchase order will procure biosolids hauling services for Eastern and Northwest Water Reclamation Facility (EWRF and NWRF) for the period of August 1, 2024, through September 1, 2024.
FUNDING:
Funding is available in account number 4420-038-1359-3197.
APPROVALS:
The Water Reclamation Division concurs with this recommendation.
REMARKS:
On February 25, 2020, the Board authorized award of Contract Y20-180 to Denali Water Solutions LLC for Biosolids Management at EWRF and NWRF, in the amount of $7,999,500 for a three-year term, with the authorization for the Procurement Division to renew for two additional one-year terms. During April, June, and July 2024, Denali Water Solutions LLC demonstrated that they were unable to haul the loads required under the contract. Denali Water Solutions LLC’s inability to remove biosolids per the terms of the contract presents potential health safety problems to the entire treatment process at the EWRF and NWRF, as this service is a critical part of the operation. As a result, the Utilities Department has an urgent need to contract another hauler to handle biosolids at the EWRF and NWRF.
These actions are imperative to ensure the health and public safety of County residents and County employees and to maintain regulatory compliance. Failure to have this purchase order processed could result in safety risks to the public, the environment, and additional costs to the County.
On July 30, 2024, the Board authorized award of Invitation for Bids Y24-180, Biosolids Management-Water Reclamation Division to CompostUSA of Sumter County, LLC. Therefore, they were selected for emergency interim services until the new contract is executed.
CompostUSA of Sumter County LLC’s short-term price of $126 per ton is fair and reasonable compared to the price of $113.25 per ton for the EWRF and $113.25 for NWRF in County contract Y20-180 for transport, processing, and disposal of biosolids.
