The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

Approval to award Invitation for Bids Y25-156-CR, Installation of Pavement Markings to the low responsive and responsible bidders, McShea Contracting, LLC, in the estimated contract award amount of $1,753,414 and Fausnight Stripe and Line, Inc in the estimated contract award amount of $2,799,593.70 for a one-year term. Further request Board authorization for the Procurement Division to renew the contracts for two additional one-year terms. PROCUREMENT:

Work under these contracts shall consist of all labor, materials and equipment for the installation of pavement markings on existing and new resurfaced roadways in accordance with Florida Department of Transportation and Orange County standards. Work shall be issued on an as-needed basis throughout Orange County.

FUNDING:

Funding is available in account number 1004-072-2990-3816.

APPROVALS:

The Roads and Drainage and Business Development Divisions concur with this recommendation.

REMARKS:

Two bids were received in response to this Invitation for Bids and were evaluated for responsiveness, responsibility, and price reasonableness. Price reasonableness was established by comparison to the engineer's estimate and consideration of market factors.  A scope meeting was conducted with McShea Contracting, LLC, during which the bidder confirmed their understanding of the scope of work and expressed confidence in the pricing submitted.

Multiple awards are necessary as this will allow the County the flexibility to have alternate contractors when the lowest bidder cannot perform the required work, but also the ability to select the most cost effective alternative for the services. This would also decrease the cost to provide services, reducing safety and liability issues to the County while eliminating the current gap for services when other contracts have been maxed out or when contractors have exceeded available resources.

McShea Contracting, LLC and Fausnight Stripe and Line, Inc. have a satisfactory record of performance for this type of work and have been determined to be responsible. Therefore, award is recommended to McShea Contracting, LLC and Fausnight Stripe and Line, Inc.
